I don't recall the thread, but if im not mistaken, someone said a while back that Capua did not have access to legions.

Century X he means if Capua has access to the reforms thus having the imperial legions or whatever you call them.

Oh ok, then NO they do not have access to the imperial legions. If I remember the RS team said they do not get those units due to they never implemented them to have it...

When I tried them out, they didn't get any Marian Reform, nor otherwise any change in available units.

The only faction that can recruit legions is Rome.
