The early campaign starts in 1100 so no you wouldn't get Richard the Lionheart. Another reason why you wouldn't get him is because the Kingdom of England is actually a faction in the campaign and you can't script the name of a future faction leader. The only reason why you could have him in the Crusades campaign is because there was no England. However, the Crusader States have a higher papal approval rating than other Catholic States so it should be easy to call crusades.
SS 6.4 (or 6.3, depending on which you prefer to use) is entirely mod-foldered, so it doesn't affect other mods or vanilla MTW2/Kingdoms, and is not affected by other mod-foldered mods either (or it shouldn't be, unless any of those mods change anything in the MTW2 data folder).
