Outside of tweaking and AI and such, does it change anything big? Like will I still get to use the Lionheart a few turns in as the crusader states?

The early campaign starts in 1100 so no you wouldn't get Richard the Lionheart. Another reason why you wouldn't get him is because the Kingdom of England is actually a faction in the campaign and you can't script the name of a future faction leader. The only reason why you could have him in the Crusades campaign is because there was no England. However, the Crusader States have a higher papal approval rating than other Catholic States so it should be easy to call crusades.

I assume you're referring to the Kingdoms campaigns. To the best of my knowledge, SS shouldn't affect them at all.

SS 6.4 (or 6.3, depending on which you prefer to use) is entirely mod-foldered, so it doesn't affect other mods or vanilla MTW2/Kingdoms, and is not affected by other mod-foldered mods either (or it shouldn't be, unless any of those mods change anything in the MTW2 data folder).
