    Default Citizenship for client'allied state

    Hi, i'm playing RS 2.5 as Rome. Is there any possibility to grant citizenship for client/allied state? If yes, how should I do that?

    Do legions can be trained only in annexed provinces?

    Build second level allied barracks, then upgrade those with the the citizenship building - Legions can be trained in cities that do have citizenship. (and reforms and the right barracks, i.e. campus martius or better)

    It makes sense to upgrade client state barracks... Currently I have only level 1 as higher levels harm economy and happiness. But do I'll have to build roman oppidium in client states as well in order to train leguons?

    You cannot train roman legions in client states - as I said, you have to give those cities citizenship. After that, they aren't client states anymore. You then need the appropriate barracks, so yes, you need the roman oppidum and then upgrade that three two (!) times.
