Build second level allied barracks, then upgrade those with the the citizenship building - Legions can be trained in cities that do have citizenship. (and reforms and the right barracks, i.e. campus martius or better)
You cannot train roman legions in client states - as I said, you have to give those cities citizenship. After that, they aren't client states anymore. You then need the appropriate barracks, so yes, you need the roman oppidum and then upgrade thatthreetwo (!) times.
