Am I the only one who see Scythia being raped by Sarmathia in EVERY new campaign of RSII ? Is it intended or is Sarmatia too powerfull ?

Yes I certainly think Sarmatia is too powerful. They'd take all Scythia and Armenia if I didn't occasionally save them. (take the provinces off of the Sarmatians and give em to the Scythians etc using diplomacy)
I agree about Scythia and Sarmatia, but Armenia always does pretty well in my games. A lot depends on how they expand and who they're fighting though. In my current campaign, they've spread into the Parthian homeland (making a nice barrier between the Parthians and Seleucids, who they're on neutral terms with). They're at war with Sarmatia, but they've held the line with the territory just north of the Caucasus mountains for a long time now. They're also not distracted by a war with Pontus, which also helps.
As I said in a recent thread, I think Scythia (and maybe a few others) could use another territory at the start of the game, because Dacia always gives them a hard time too.
In my current campaign (2.5 h/h) Scythia are doing well, controlling all of eastern Europe. Sarmatia have not expanded much at all.
I would've said there may not be a need for economic balancing, because I didn't think the problem was only due to a lack of income. Would this be applied for a whole campaign, or could it be scaled down relatively easily as they became richer or more powerful?
Were they not getting as much income because of the resources in their usual territories or because there were different income/expense rates applied to their buildings (or something else)?
Awesome with the fix. Samarthia always ends up controlling the entire east if I play a turtle campaign with a western faction.
I've experienced them actually taking Alexandria once! (note it took 500 turns for them)
Yeah, t'was good fun fighting their armies... Scythian Horsearchers, Roxolani Lancers and Persians, etc all in one foul go... I became very fond of bridgebattles when they suddenly charged through Boii territory.
They usually go kick Scythias butt, then turn on Armenia, then Parthia, at that point I usually intercept them just to make sure they don't come running with countless stacks.
in my Rome campaign Scythia lost all their starting territory but they have some random territory in the middle of Germania while Pontus kicks Sarmatias ass.
I've tended to notice Scythia and the Boii get steamrolled on a fairly consistent basis as well. Hopefully the increased income helps put them on more even footing with their neighbors. It's always awesome to see a good number of factions survive later into the campaign.
