I think the guy you're talking about is Gaius Julius Caesar and the answer to this quest is no. Europa Barbarorum is set I think some 200 years before the reign of Caesar, during the early rise of the Roman Republic.

It is worth noting however that later on in the game, you can create your own "Caesar" like character and you can also even get generals that have "Julius Caesar" on their names, for instance in my Romani (Rome) campaign I have a guy called Lucius Julius Caesar

Well there is a sub mod for this mod called Novus Ordo Mundi for EB that takes the game to some years before Caesar's rise to power, however this is yet to be released.

There is also found a mod called Fall of the Republic - Rise of the Empire which contains a series of mods one of which is about Caesar however I believe the mod is dead and thus is no longer updated (It is rather buggy)

Okay, he said Julio Caesar, while he may have existed ( I don't know ) it's not the one leading the rebellion which led to the Roman Empire. He meant JULIUS Caesar.

The picture is Julio Cesar, a goalkeeper who plays for Internationale. It was a joke, and rather a good one I might add.
