Georgia deserves to be in Rome II Total war !!!
All starting faction playable as long as we don't have some ethnocentrism like 6 Greek city state and only 3 factions for the so-called barbarians (Britons, Gauls and Germans) ...
Yeah, this is a good point. It would be nice to have at least two gallic factions, as an example for Gaul. Dunno, germania, britannia and all those less known areas, but I think the Gaul, Iberia, and what lies above the Balkans need more factions to fill out those empty "rebel" areas that we saw in RTW

Britain could very well have 3 factions. Caledonians certainly need some loving, they kicked out the Romans after all. There's also the classic Britons that could be represented by one of the stronger tribes like the Iceni or the Brigantes, maybe both. And then there's Ireland.

A system of free city which you could initiate diplomatic action with them like ally yourself. With time and if you had become a powerful state they would accept to became part of your empire.
This way the various gap in the map would be complete. That could simulate the various Greek league and the various Celtic confederation too.
After Russell's announcement that there will be more than 50 factions, I reworked my faction list. This still assumes 270 BC at the starting date where most of Italy had fallen under Roman control. Please correct me if I'm wrong here and Kroton, Taras or another important city- state was still independent and could be in contention for a faction place;
Italy and Sicily:

- The Insubrians (or some other Celtic faction in the North)

Well, Scotland wasn't worth it, too, though(Considering the thin population and the lack of resources) Many diverse Greek factions would still be good but the best is too see both a proper diversity for them and having the Caledonians.
On Caucasian Iberia: I think we all agree that Armenia had more inflience and conquered more land than Iberia, so they have to be the priority in the region. But if there are enough places for other factions, Iberia would also deserve a place and add some more spice in that region.

Judging from http://www.eurogamer.net/articles/20...-vision-of-war it sounds like germanics or Caledonians are likely, as is Nabaeteans/Sabaetaeans.

ETW in comparison had around 56-57 factions, 12 of which were emergent and 45 on the map from the get go. I think it'd be worth remembering that fact given a lot of important states emerge at some point after the starting date (presuming to be either 280 BC or 150 BC). Judaea, Cimbri/Teutons, Kushans, I'd be shocked if the Romans wouldn't have some sort of ability to break apart factionally for triumvirates and civil war.
