Well you're going to be disappointed. It's still individual unit control, but you can create ai groups and then give them general orders, like attack or defend this point. The reason they call them legions is because now your armies have history and can gain traits. Although by the sounds of it you might be able to recruit a "legion". Where you select it in the recruitment menu and you get a pre set selection of units built for you. I'd imagine single unit recruitment will still be in though so you can do garrisons and replacements.

It is still the warscape egine that has been introduced with ETW in 2009.
