    Default Question about Diplomats

    I just have a quick question about diplomats- when another faction's diplomat is next to your city and looks like it is going to open negotiations, but they don't open, is he trying to bribe the city?

    Ok he is actually trying to bribe something...probably your city,I've heard that if he does this it means this faction wants to attack you...

    What about them groveling? The advisor mentions when they grovel it means they're preparing to attack. But I've never seen an enemy diplomat grovel before any of my armies/settlements.
