i play the pahlavan campaign and i have some questions concerning the recruitement.
if i proceed to the persian reform i cant build large settled community.
So if i dont built the large settled commynity i wont be able to recruit kardakha when the persian reform is completed?

As long as you have the Pahlavan Reformed Government, you should be fine. Large Settled Community is only an upgrade from Settled Community, I actually don't know what it's meaning is apart from being used for larger settlements.

You won't need it. Kardaka are only available from factional barracks, which you can build after completing the reform.
