In my current campaign I have a treasury of about 260 and an income of 18xx. Yet my treasury at the next turn is 1500 and the income is reduced to 11xx. No units that would require upkeep were built. What is up with that?

maybe a trade agreement was broken (your trade partner lost a province with a port to you for example)

That's it! Duh
The trade route was blockaded (by the trade partners enemy, not mine). I though that would affect income at the next turn, not the current one.
