Siege and upkeep questions

Does the AI pay for unit upkeep as well? When trying to starve a besieged AI city, is it only the population diminishes or do the defenders also feel the effects?

Defenders reduce in numbers but first couple of turns its small effect, longer you siege though the garrison drops in strength by a large amount.
