How long does it take for culture penalty to go?

Just wondering because i am roman and i have been in control of surakousai for a very long time yet im still getting a 35% culture penalty?

It does not depend on time, but on the building in the settlement.
The more foreign buildings it has, the more cultural penalty it has.
Usually, it disappears when you upgrade those buildings, as they become of your culture.

In the case of Syrakousai, there's probably a few buildings that are at the last level, and you can't upgrade them.
Some can be destroyed and rebuilt if your willing, but some can't.

Would it be possible for me to modify the non-demolishable buildongs so that they dont give a culture penalty?

No, it's hardcoded, juste like distance toi capital.
