Romans too weak?

I am playing with the Romans for first time and i was surprised how useless the roman pila is. One volley kills only 3-4 men... It's almost impossible to fight against Phalanx armies without pila! Can someone please tell me how to edit the stats? Thank you!

Are you using the 2HP system by any chance? If yes then all ranged attacks are going to be less effective because the men have 2 hitpoints and the first hit rarely kills anyone.

Tefras14 has it right. If you want to see more of an impact from ranged attacks, just switch to 1hp. You can do that any time you like just by running the installer again and selecting 1hp, but be careful to keep the other options the same.

Keep in mind though that even with the 2hp system, ranged attacks are effective. They might not kill a lot of people early in a fight but they are doing damage that will make a big difference to how the fight turns out.
