    Lex legionair :*

    I. A legion shall be equipped with it's own symbol. *
II. A legion shall be equipped with a golden eagle, if lost in battle and not regained within a month the commander is violating the law.*
III. A commander who lost an eagle but not his own life may be prosecuted.*
IV. Legions shall receive new weaponry each decade at a cost of 6000 denarii.*
    V. A legion shall retire after 20 years, a chose will be given that for 20.000 denarii there sons take over there fathers duty and the legion shall remain in active duty.*

    Domitus stands in amazement.

"Consul, what is this? Why are you in battle dress? There are no weapons allowed in Rome and we wear togas in the Senate!"

"We will excuse your attire for the moment and move on to your bill."

    Domitus clears his throat.

"You are proposing that if you lose a legion, you must either die or be prosecuted? What is the reason for this foolishnes? Isn't the loss of dignity and honor shame enough for losing a legion? Also a Roman citizen is free to decide his own path in life, if he is successful he can even become a Senator, now you wish to mandate military service?"

The republic has 26 legions. 156.000 men. Yes We must make a conscription. Where are we going to find 312.000 people over 10 years ? To replenish the current ones and the new recruited by that time. Going to ask Mars/Jupiter(I dont know) to sent some soldiers down here or what?

    OOC :

Not having it is rather ridiculous. We have more legions then Rome ever had, well almost.

    Domitus counters Maximus' proposal.

"We already have laws on the books for bad management of armies and provinces, and I would argue the legions should be in charge of the upkeep of their own equipment a good sword should last many years.

    Lex Legionary
-All legions shall be entrusted with an eagle as a symbol of Rome
-All legions inactive (any battle) for 5 years shall retire in the province they are in. Proconsular legions exempted.
-Legions can be kept active for another 5 years for 20,000 denarii.
-Any retired legion may be recalled at half cost, but double the yearly cost.

"The republic buys their armor and arms when they are recruited. We pay for their pilla replenishment. We provide blacksmiths for repairs. The legionaries should be able to keep their equipment in good condition, they are not made out of wood. Also my proposal would replenish supplies every five years."

No I said they should be in charge of its upkeep. Polishing, sharpening, keep the it wrapped properly when not in use, things of that nature.

Decimus stands up at this bill.

I am against this bill. Though I understand the first and last parts...the rest does not make sense.

    Decimus then steps forth.

We cannot continue to make new weapons and armor every decade...we do not have the means to do so. We cannot simple mass produce these and give a legion them every decade. Legions do not retire either...this is the standing army of the Republic! Not some levied army. We have the standing army for a reason...to keep the Rome and her borders safe and secure. They must always remain active. And what about this fee to keep legions active? Are the legions some levied group of peasants now? This is the mighty and veteran armies of Rome!! What is the point of this bill? There is no need for this reform.

    Decimus looks at Aquila.

Esteemed dictator of Rome and the Republic, veto this bill! It is not necessary at all...our current military system is fine and good as it is.. If anything, there should be a bill about legionary discipline and punishment for the recent actions of six legions that took matters into their own hands!

"Decimus makes a very good argument. Also, clause V is very vague as to what exactly these conscripts are being selected for. Voting on the bill is canceled until we have sufficient time to discuss these issues."
