In the building browser it goes from government determination, then client or allied state and then it stops. What buildings are needed to build the citizenship ?

If taking over a settlement for the first time:
1. Government Determination
2. Annex (the other option here is client state)
3. Citizenship

If it is a settlement you previously had as a client state, then I think naq is right and you build the allied barracks.

You also need a market if I remember correctly. And yes, client states need both levels of allied barracks first, in 2.5.

Not necessarily. An alternative is to destroy the "Client State" policy and build "Annex" instead, and then proceed as usual.
