Real quick, does the same apply tu the AI? Example i have limited activities checked in ss6.4 setup, cause it seems they can still recruit and build even if a govenor/general is not present in that city or castle.

Limited Activities only applies to the player

Thanks again for the quick reply and no wonder they get a jump on me, especially HRE and other nations who are dead set to eliminate me. I'll just uncheck that option, thanks.
