FOTS - Points required for dev level?

Does anybody know how many modernization points are required to reach each development level?

after i searched for a while and found nothing except this unanswered thread i decided to do a little testing.
i found it would take 4 points = to get to level 2
8 points = to get to level 3
didn't test but i think 16 pints = to get to level 3


hope this helps save some time and frustration for future seekers.

One question I would have is are those points that are listed the same for every level of difficulty?

It should be 4, 12, then 32 (looking at the database files).
Difficulty does not have an impact on it AFAICT.
