Man the rammas echorand morguls walls

I can't put mens on the rammas echor wall and one minas morgul wall. Anyone having the same trouble?
If yes , is there any hope they will be fixed. Especially minas morgul since a siege in this settlement could be epic if you could man the walls.

Also, can somebody tell me how to improve cavalry penetration? I know its something with the unit.descr but i dont remember wich stats to change.
By better cavalry penetration I mean that the cavalry completely penetrate an enemy unit when they charge, like in shogun 2 total war (which is more realistic).

Yes, Rammas and Minas Morgul is not meant to have walls for troop placement, so no bug. And for your second question please visit the modding workshop.
