Extermination
It seem that exterminating a settlement does not reduce unrest/culture penalty but instead increases them? I haven't exterminated for a long time and now that makes me confused.

extermination has nothing to do with unrest/culture, it just reduces the population to a more manageable number.

But when I enslave, the unrest/culture are lower.

If you exterminate a population, unrest will be really low. If you slave it will be low too. (Also depends on the original culture of the settlement, distance to your capital, governor/no governor etc). I use to exterminate far (not my culture) settlements, and enslave not my culture settlements iīm going to try to use later.
(Theres a map in this forum showing settlements original culture).

I always exterminate unless it's a settlement I've owned in the near past. In that case I just occupy.

If you play a "civilized" faction, your generals will get bad traits if you exterminate too often - Thats why I never really do it, with exceptions, though.

I only exterminate settlements that rebel. Or settlements that just really piss me off.
