"Noble senators, I would like to present to you a law to prevent our armies from having any more absent commanders. The main cause of those six legions declaring their loyalty to Regullus was not having a commander for years."

Lex imperatores I. If a commander abandons his army, his imperium is automatically revoked, and the consuls will choose a new commander.

II. The original commander may be prosecuted for neglect of duty upon his return.

Domitus takes his seat. Although he is not thrilled with this law, it is not outlandish and he keeps his comments to himself.

Julius takes his seat and expresses his "ok" to the dictator law.

    A massager arrives.

Senate of Rome, the celtebri is defeated, the lusitania offer us 2 provinces an alliance and troops if we call them. Do we accept ? this unifies the entire peninsula indirect under us.

    Domitus offers his views

"Peace would be welcome after nearly a decade of war. And Land is always welcome to the Republic."

"He has our largest army to back his negotiations, but only gets less than half their land? I agree that we need peace in Hispania, but we could easily take much more than that. Maybe if he offered them some kind of benefit or compensation in exchange for full annexation? Like some Roman rights or money."

Knowing my father he already tried that.

However money compensation could be helpful if he didn't did that..

Two new laws have been announced by Dictator Aquila. Also, any laws he announces will not go into effect for 24 hours (unless otherwise stated) to allow the Senate to discuss them.

Lex provincias I. The consuls will have authority over a proconsular province in the absence of its proconsul.

II. The consuls may appoint proconsuls, but the Senate may veto appointments by a three-fifths vote.

Lex magistratus The consuls will assume the powers of any vacant magistracy (except censor) in order for the government of the Republic to function fully each term.

"I no issues with these laws, however, I would like to submit another law to be approved by Dictator Aquila and the Senate."

    Lex Proconsularis Vanitas
    l. Any proconsul who commits an act of war unauthorized by the Senate shall be considered an outlaw and a traitor to Rome.
ll. Strictly defensive actions are exempt from the above clause, but counter attacks into hostile territory and preemptive strikes are not.

"I oppose any law giving someone the power of another office. That is why these offices exist, so that there is balance to the government. "

ooc: considering we are very short on filling all the offices. really think we should skip this right now

A Letter arrives from Proconsul Valerius

    The Senate
    Dear Dictator Aquila and Senators,

I have sent the fleet into the Black Sea to determine the extent of power of our neighbors on this vast sea. Hopefully they can make contact with other nations and open new trade avenues for us. The will first make their way to the Nation of Pontus and their port city of Sinope. Then continue on to the farthest east and head back along the northern coast. There are rumors of vast gold deposits from the northern coasts of the Black Sea. May Neptune look after our ships and Mercury bless our trades.

Aquila shrugs approvingly. "More trade is always a good thing. And maybe the sight of our fleet on the sea will discourage any hostile actions against Greece."

I would ask the dictator to hurry with his laws and then step back down.

I would your tongue. As dictator, his authority surpasses that of the Senate...he may do anything he pleases. Let him do what he wishes and take his time.

    The Senate of Rome
    Dictator Aquila and the Senate,

Our fleet has been attacked by seemingly Pontic forces while on our trading mission in the Black Sea.
We have suffered modest losses as they used fire ships to counter our superior numbers in unknown waters.

For now the fleet has retreated to the Straits to prevent any Pontic action on the Mediterranean. The admiral in charge has also forwarded information that he was forced to land to take supplies in Bythnia as the main supply ship was sunk in the battle.

I await word of what the Senate would like to do with this situation. For now I am moving another Legion to Asia for defensive purposes.

    Your Servant,
    Proconsul Q. Valerius

Now to other matters. the war in Iberia my father received the following proposal.

II. In 10 years the Lusitanii shall become Roman territory if there has not been a civil war or breaking of treaties.

    Domitus nods his head.

"This agreement sounds like a good conclusion to Iberia. We should send approval to the Consul and our thanks for having no more bloodshed."
