I am on a zero turn campaign and this unit will not recruit, lets say I recruit two and it says it takes one turn but after the turn no unit has been created and it in the recruitment screen it goes on to the next one? Also happens with scorpions

That's the recruitable general unit. So look for a new character in your city, not for a cav unit...

Recruitable general unit? Sorry but am lost, so if I get a new general or family member I can recruit this unit?

No, it gives you a brand new general (NOT a family member!) that you can then use to command your armies. You're paying for both the general and his bodyguard.
