I need some modding assistance please.

I'm doing some minor changes to a pre-existing RTW mod, but after several hours of searching for an answer I'm just stumped on this part.

I want to change the culture of my city, so that instead of a royal palace and Greek layout, my faction builds an imperial palace and cities with the Roman layout. I've dug through the files forever trying to figure this out with absolutely no success. So I'm hoping there's someone around here with the necessary experience.
