At long last, trade rules have been posted (check the 1st post in the rules). It's a bit underwhelming in comparison to everything else, but it gets the point across and I didn't feel like writing a long-winded explanation

They are wrong, It is a with a chance for half. Not less. The option two the varied one which you gave up on was the one which had the chance to become lower. This one simply have the chance to become half.

Plus I still stand ignorant of which Houses I am Trading with.

None, until you makeagrements. Canon will be non-withstanding in that respect but you should note that trade agreements are a lesser form of an alliance.
