No it's not possible to split or add new regions using this method as both require editing the pathfinding.esf. All you can do is add new campaign buildings where forts are located.

Khiva wasn't impassable as units could walk through this region. If it was impassable this method wouldn't work because you wouldn't be able to send a general into this region to build a fort.

Turning an unihabited (wilderness) region into an inhabited one has been possible for some time but the problem has always been editing the pathfinding.esf correctly. By using a method that doesn't involve editing the pathfinding.esf it's possible to avoid the main problem.

So I'm guess that means it wouldn't be possible to add settlements in the trade theatres?

Oh well. At least now it's possible to fill those giant empty spaces in the Americas.

It will only be possible in trade theatres with passable areas, such as east_indies (CA made this theatre passable, then moved the pathfinding information offscreen but by editing the pathfinding.esf you can make it passable). Parts of the madagascar theatre are also passable.

Unfortunately both threatres only contain the region "unexplorable", so you'll only be able to add one settlement to one of these trade theatres. You cannot add settlements to both of them because a region can't have multiple settlements. Though if you were able to add the areas belonging to the "unexplorable" region to another region in the regions.esf, such as east_africa and indochina, then changed which region was used in the pathfinding.esf this should allow you to add one settlement to each of the trade theatres.

So can we make EastIndia or Madagascar passable and add a settlement to one of these regions? At least it would be possible to have one theatre playable

Having at least one playeable would be amazing. Either Madagascar as a pirate Island or East Indies as a Dutch settlement would be awesome. Shame you can't add a settlement to Brazil. It'd make playing as Portugal interesting.

So, the other "Wilderness" regions (Sierra Madre, Llano Estacado, Great Plains, Manitoba, Labrador, and Arabian Desert) are the only possible regions that could have settlements? 6 more giant regions? Well anyways, using this technique to add more resource buildings in regions that need resources would make the game better. The foresting buildings should be more widespread than they are.

Wait, would it be possible to add a region in the area Switzerland is supposed to be?

No, I don't think so because with this technique, it only works on passable areas where you can build forts, and you can't build a fort in the Switzerland area.

I believe adding a pirate settlement in Madagascar would be totally and uberly awesome.
For east indies, it would be weird since there are many islands and it would be a shame to have a single settlement where there are so many islands.

From what I understand not much really happened in that region back then

And Prussia didn't attack Austria till 1745. That can change in the game.

By the gods! This is amazing news. I mean sure we don't get to split regions up for now, but at least we can now make those wilderness areas conquerable can't we?

so we can add a settlement to a region but we cant split the region and give it to the settlement. however we can build and recruit units in that settlement. sounds OK to me.
anyone have any thoughts regarding this.

This brings up an interesting question, how would the AI treat these new regions?

Good question... my guess is that the AI will treat the settlements as settlements because ETW thinks it is the same; however, the AI will treat it as a wilderness region.

    Is this right?

Another problem regarding these new regions will be trade. From my experience working with TWS2 you have to add new trade routes to a settlement or it won't be able to trade with neighbour settlements. So it's possible that these new regions won't be able to trade with other regions. While this isn't a major problem it make make these regions less profitable.
