1V1 hotseat campaign?

is theyre a way i can edit the nations in descr_start or something so all the settlments of lets say france and spain etc all start of as english settlements or somethign so we can get half the settlments and split them into 2 factions so he controls half and i control half the world so its like a giant 1v1?

Ya It's possible. You'll often see WIP mods with just two factions controlling all the area on the map.
