    Senators of Rome!

With our legions declaring loyalty to pro-consul regulus I fear that civil war might erupt I would like to hear of the pro-consul what he wants to do with all these forces..
And if he refuses we must prepare!

"Calm yourselves, Senators. I'm sure the Proconsul is noble enough to handle this matter correctly. I would postpone the hysteria for the moment, at least."

    Marcus Domitus stands up.

    "
Consul, Fellow Senators, A letter has arrived from Proconsul Valerius in regards to the Province of Greece.

    Senators
    Greetings Senators,
I have conducted preliminary investigations on what needs to be improved in Greece. As we all know Greece is mainly a nation of islands and now that we have opened our republic to the Black Sea, is has become more apparent that this province relies on marine transportation. Therefore I am asking the Senate to fund an increase in the size of the port in Athens. This will allow more trade into and out of the province and so increase what Rome can receive. My engineers here say this will cost roughly 80,000 Denarii.

I would also ask for an increase in the size of the navy here, perhaps 5 liburna converted ships and 5 quinquereme. Total cost for this is 12,500. There have been reports of pirates again and we also need a military presence in the Black Sea.

We could easyly sent our current naval forces to battle out the pirates and/or any other thread.
The sea i a relative peacefull region.

The sea may be peaceful now, but we hardly know what lies on the shores of the black Sea, and now that we have Numidia's land under our control we are now neighboring Egypt, which we know has a powerful navy. We also need to be able to move troops quickly from one area to another. Ships are the fastest way to do this.

"The proconsul is correct. We should strengthen our navy now in case we have need of it soon."

Lex Mare Nigra I. 80,000 denarii shall be released to expand the port of Athens
II. 12,500 denarii will be spent to construct 5 liburna and 5 quinquireme in Greece

"Consul, I was wondering if you were planning any action or something in response to the news that 6 legions have left their posts and declared loyalty to Regulus Maximinus. I do not think the Proconsul had any role in this event, but this does seem like a major problem if we have legions not loyal to Rome above all else."

    Aquila hesitated before responding.

"I believe Regullus is loyal to Rome, or loyal enough to Rome to not do anything drastic. He has also recalled the XVIII Gemina Firma... If the Senate is truly concerned, recall the XII Fretentis, VII Achea, III Iupita, XI Victrix, and XI Claudia Fidelus to Gallia Cisalpinia. I will take command of them and my own Legio XX and go meet with him. And of course there is always our last resort, senatus consultum ultimum. I do not see this situation coming to any kind of conflict, though."

"What would you have me do? I cannot force my will on thirty-six thousand armed men who have proclaimed they will obey the orders of a man with another twelve thousand already at his command. And if we do try and make an example of them, how will Regullus react? My opinion is that we need to watch and act carefully while taking any precautions we can against, gods forbid, a march on Rome. Regullus is the only one in a real position to tell these legions they should be loyal to Rome only. If the Senate issues a decree, it looks afraid of its own army. If other legions think Rome fears them, nothing good will come of it. No... The best thing to do is talk to Regullus and trust him to do the right thing."
