Numbered Legions
How is it that I make a numbered Legion? Is it automatically in the game, or do I make it myself and remember which is which?

Before the reforms you'll have to keep track of the legions yourself. To your aid though, each city with a legion shield and number in its name generates an ancillary with a small bonus to a general or family member that spends a turn there. These ancillaries can be dragged and dropped between different characters of your choosing, as with all ancillaries.
Personally, I've grown tired of using the killsheet to a 100%, instead I've made my own, lighter version, in notepad just to keep track of which legion is which, when they were raised, when the general was commisioned and when it's time to refit etc.
After you get the marian reform, each city with a legion shield and name as a resource will be able to raise it's own numbered legions though, then it's slightly easier to keep track of who is who, but the ancillaries are still available after reforms aswell.

Oh ok I get it. But after the reforms, should i only recruit a Legion from one specific city?
Also, I have run into a wall in my campaign. i recently invaded Africa (about 10 or so turns ago) and took Hadrumentum and Carthago. Since then I have been able to bring Hardrumentum up to about 110% public order with a 2/3rd stack garrison. But i have had no such luck with Carthago. It has rebelled for the third time today, in the worst possible of situations. It has consistantly been under 60% public order.
I have two Legions including the garrison stationed right outside Carthago. I don't think it will be a terribly hard fight, as it is just the city that rebelled as opposed to the Legion itself rebelling (which happened last time, my best general and army rebelling inside of a major city). The city is defnded by a half stack, but i haven't seen what troops they have. Near my two Legions are two Carthaginian armies, all decked out with eles and some of their best infantry. I can handle the situation, as I have another Legion on the way.
Are there any tips you have to contain Carthago and stop them from rebelling? It's getting a little tiring sieging the same city multiple times. Not to mention I don't have very many options for retraining.

First make sure you get a governor with as much influence as you can possibly get. Remember you can drag and drop ancillaries so move him around other family members and generals and pickup as many ancillaries with influence bonuses as possible. Managment is good too, but not as important as influence in this case. If you happen to have more family members than cities you need to govern, move the excess ones to cities with highly developed schools, temples and market places, they will then pick up ancillaries and traits alot quicker. Keep a full stack of town guards also, preferably recruited locally, since it will further diminish the dissident population ratio.
When you conquer a rebellious city, make sure you slaughter the population. This kills off alot of the dissidents, and they will be replaced by Romans over the years.
Also, destroy all non-Roman buildings and start building towards public order in first hand, entertainment in second hand. Temples are great initially.
Buildings of other etnicities adds towards cultural differences, with negative effect to public order.
A last way out also is to reconsider where your capital is located. Might be worth relocating if there are alot of order in one direction, but less in the other?
That's all I can think of... Maybe all of this was already known, or maybe something was new.

OK cool, I have two very high influence governors, but both seem to have a couple bad traits that lowers law or increases unrest. The cities that I have them in seem to do better when they are gone.
And damn those Carthaginians, they just keep sending army after army with 4 units of elephants :p
