    Default Steppes population

I can´t handle population (high population) with scythia an bosphorus in the steppes and I think i´ve tried everything (subtribes, large cheap armies, sometimes depopulate). May be because of my very bad english i don´t undertand the use of certain buildings? Thanks for the help and congaratulations for the best mod.
    My spanish is better:
Qué hago? No soy el mas listo, pero creo que lo he intentado todo. Emigración, buenos lideres, ejercitos enormes y baratos, pero el crecimiento es siempre enorme y acabo por no tener dinero para desarrollar las ciudades.

Use the 'population control' buildings to reduce growth (Rural Community Control).

i did it (suburbs, villages, towns) and no way, but i´ll try again, thanks for the answer. I forgot to mention that playing with sparta or parthia i didn´t have this big problem, i supose the steppes population was really healthy/happy in that era. (Or maybe is like that so the AI can field those large armies).
    Edit: Laaaarge sarmatian armies

Bring taxation to high and destroy wells and baths and everything what booms your population up

If they turn unhappy, exterminate them.

I started a new campaign with scythia, building always first of all the migration buildings (subtribes etc.) without health buildings, of course. In the beginning it was ok, enough incoming to build, not too much superpopulation and money fot two non expensive (excuse my bad english) armies (light archers, light horse archers an four hoplites). Now, in turn 20, i hold 7-8 nomad regions, i´m not in war, have trait rights with every neighbour, and no money to build anything at all (income 53), and of course no money to upgrade the cities, growing and growing. Expanding and sacking is a option, i can probably sack the bosphoran greek colonies. But i know it will help me just for one or two turns. So, are the steppes the problem itself? Has someone developed the steppes cities correctly ever?
Edit: bosphorus sacked, nothing changes, quit scythian campaign.
