Just curious. IF this submod was not received all permissions, can it be published under the fair use doctrine?

I mean it permits some copying and distribution without written permission of the copyright holder.
The statute does not clearly define fair use, but instead gives four non-exclusive factors to consider in a fair use analysis. At least two factors could be involved here: purpose and character of one's use and proportion of the whole work to the one without permission. So it should be completely legal by law standards.
It would be a shame to let that modification die just because of some missing written permission.
All in all is completely free of charge, non commercial activity.

Yo people. I have good and bad news. First of all I'm back to Rome 1 and it's mods, I will release this mod. the only problem is, This mod seems to be dead and i can't find the link anywere, because i wish to play and test this mod myself now and i don't know how. so i have to think exactly what to do. i have my whole work here but i need to think, if i go on trying to make this to megas alexandros or if shall try to add this to alexander itself and release it as my own mod.

People ignore everything i said above. Actually i've already remade the whole mod itself. It only needed an exe. I had only forgotten this after so much time. Dumb me kkkkkkkk. So i created an exe and tested, Everything is right with the units and the campaign map, I just need to fix and test some final things in here, and i shall release it.
