activate script quick question

The "show me how" is always grayed out. When I load a game I click on city then the portrait to activate and get a coin for the treasury.

Why is "show me how" grayed out for some and for others it isn't. I heard that some say the game automatically should activate the script. Is that true? I think it is automatic at the start of the campaign.

Try to open your menu, and click on the questionmark in the upper right.

Then, proceed to activate the script by clicking on a settlement again. Maybe that helps.
