limit of settlements 139?

I can not seem to get past 139 settlements or the game freezes. This has happened about 6 times now and when I give the pope enough settlements to reduce the number to 139 it will go through the cycle which keeps locking up at the very end when the rebel coat of arms comes up.

Now it has locked up several times on 139 and even 138. Also it is turn 96 going on 97 and no gunpowder event yet. I thought that 95 was the last turn for it. I reduced the number of settlements to 136 and it went through to turn 97. (The building roster quit working somewhere around turn 110 and when trying to access it causes the game to crash but it has done that to me for years.)

I am now on turn 118 and have lowered my number of settlements to 133 to keep the game running.
