AFAIK Player/AI only, but you could check with FOW off. Mind you haven't seen the AI do many long sieges anyway.

Since its the garrison script from FGE its only intented to work for player besieging AI..
it could be done to include any faction besieging any faction though but it only works if there is a named character in the besieging stack which in AI stacks very often is not the case
A garrison script working for all factions is well possible but would be longer than from here to the moon and only could include generic units available to all factions cause handediting units for each faction according to a unit roster in such monster would seriously surpass human ability![]()
That's a shame...there I was thinking that 2.5 was going to increase the survival of AI factions too...oh well. It would be great if it were possible to activate the garrison script for the AI vs AI, seeing as how the life expectancy of most factions would be extended dramatically.
By the way, are you also saying that in 2.5..besieging an enemy city with just a captain means no garrison script?

You can always try to help a faction out, go siege their settlement and lift the siege in the same turn and if they are too far just givem loads of money each turn.
