Default Rs2.5 Problem when besieging a settlement

Ok. I just besieged the town of genoa that carthage holds after i ended a very long war with the rebels.. after a turn when my army was building the rams and stuff to take the walls down i noticed that carthage had recruited a full stack of troops inside the town while it was under siege..........

It did it agian when i assaulted syracuse. There were only 4 units in syracuse after i pretty much demolished the army at the bridge by Akragas. I pressed in turn and clicked to assault the city but then i stopped when i read how many troops the greeks had. from about 700 to 3000something while i was besieging it..

I am playing the Roman 1 turn campaign.
Is the scripted, or do the ai get zero turn recruitment anyway?

It helps to read patch notes or FAQs. That's the garrison script working as intended.

It greatly encourages the planning of attacks and the use of proper armies....

Either roll-up and assault; or settle down for a nice siege.
