I can't find anywhere that says how you get the elves to stay so the populations don't keep dropping to 400. Does anyone know how you actually manage to stop them from departing? Also does anyone know what sculptor's workshops do?

You should had put this question in the thread for the submod your playing, but to answer short you have to become one of the top 5 factions (IIRC, don't think you'll have to be higher) and they stop leaving.

Long time since I played HE, can't answer the second Q.

Never got that far in campaigns I played as the High Elves, but I believe the better your faction performs (overall faction rankings), the less elves leave, so aggressively expand. Easiest targets will bee OOTMM, as early on, they have few armoured units, and arrows will be very effective. Orcs of Gundabad won't be too hard, though they have more armoured units.
Isengard may be tougher, but you'll be attacking them long before they attack you in battles.

Winning with the High elves is very easy. I've beaten enormous armies with a fraction of the units of them. High morale, high defence, archers with an attack not far off some factions' advanced infantry guarantee an easy battle.
