    Default AI cities and public order.

    Just something I've been wondering recently, does a low public order have any effect on AI cities?

    I've got about 5 spys in one of the Sarmation's Cities (Running Parthian Shot's Amazon TW: Reloaded) yet despite the public order being only 5% the city hasn't revolted to the Rebels yet.

    What difficulty are you playing? On very hard , your cities will rebel very easy , while the other factions won't likely have any rebellious cities.

    And besides spyes , try to put assasins near their cities , and some armies to create devastation.

    Sabotage would be useful too, decrease public order by taking out religion and other happines buildings

    I'm on very hard, campaign and battle. I've got a few assassins stationed nearby trying to kill the last few of their family members. As well as an army along the a nearby.

    From what it seems like public order just doesn't have any negative effects on AI cities aside from rioting. I was hoping it would rebel so I could just move in and take it from the rebels without getting utterly destoyed so early in the game.

    AI settlements definitly rebel if public order is low.

    how many turns has the public order been that low?

    takes a bit for the rioting to develop into a revolt

    also consider this:

    rioting does not start until a public order falls before 70% AT THE END OF YOUR TURN. If you end your turn with a public order of 80, but it sinks to 50 by the beginning of your next turn, than nothing will riot.

    So if the enemy AI is managing to temporarily fix the riot issue when that faction ends it's turn, than the rioting would not push a revolt.

    It is very possible for enemy ai cities to revolt. I am a particular fan of spies and assassins, and once played through a campaign where i captured most of my settlements due to agent efforts rather than military strength.
