It is a cool idea indeed! Depending on the timeframe there are many ways to make a dothraki campaign enjoyable.

Actually many of the cities/towns east of Qohor have both dothraki names and valyrian names, mostly i gave them the valyrian names but that could easily be changed to make room for another khalasar-faction

One important thing at first is to nerf all their infantry so that they will have trouble sacking major cities (using siege equipment) also I think it would be good to disable the opertunity to build citywalls/wooden palisades and such. And at some point we would need to get a unique/generic strat map model for vaes dothrak, right now it looks like freaking Mecca..

You can make scripts that change settlement names from Valyrian to Dothraki. It's a pretty easy script too, only like 3 lines.

You will only need a little one-monitor script for this, rest can be done via descr_faction_standings

I think we should aim for 1 dothraki faction for the first release, in a later stage this could be done!

It would be interesting to see the time period of this mod coincide with the War of The NinePenny Kings.

Unfortunately finding and creating the names and characters of the Nine would likely pose a monotonous challenge for the development team.

Will you be leaving that vast area of rebel settlements in the middle of the continent? I like the idea of an all out land grasp

For now they will stay rebel, in the future it is likely that there will be more then one Khalasar faction in that region to minimize the number of rebel settlements. Really there are plenty of factions that could be added for that purpuse, the problem is that there are no sources about those places. Lhazar, Ibben, Kingdom of Sarth, Faros etc.
