Lol, there should only be three units of elephants in the hands of the carthaginians and on Italy, two armoured elephants for hannibal and one unit of war elephants for theopanes.
If you are referring to the actual historical accuracy of the mod, then that isn't really my area. Though I believe the mod isn't aimed towards historical accuracy but is aimed towards more historical accuracy than the original game and a higher difficulty level.
The mod was made to give the player a more challenging battle experience. So the goal wasn't to make it historical correct. If you want these kind of mods i suggest you try RS II or RTR VII.
SPQR is a total modification for R:TW. The changes encompass all areas of gameplay with added focus on the Roman military machine and the system of recruitment and training of both pre-Marian units and Legions. Special care has been given to the battlefield experience which features the longest battle times of probably any existing mod making tactics an essential component of the game. Definitely not for people accustomed to blitzkrieg tactics both on the battle map and the campaign map.
