It depends on your system and how many units it can support etc.
That spec should be fine, however, I would heartily recommend asking in the basement about the exact components for some real expert advice on the best bang for your buck.

If it's a new and modern PC/Laptop then I suspect all the components are fine - with one exception.
Processor actual running true clock-speed - you'll want at least 2.6-2.8GHz and I'd recommend 3GHz.
Super graphics card; bags of memory at incredible speed; dual/quad Core - they won't make any difference to a 2003 game.
I put together an old PC (in fact if you aren't throwing one away then keep it) just for RTW and tried a number of configurations - processor speed is all that matters. That, and having no internet, no AV and nothing else at all on it. Stable as a rock!![]()
