How do you remove FBR in Empire?

I've been trying to remove FBR and make all the line infantry mass volley. I've tried to get help on this site but no one will give me real answers. I have gone to unit_to_unit_abilities_junction and changed all the FRB to mass volley. (For the line infantry) That is all that I have been told to do by everyone that I've asked. But they still use FRB.
Can someone give me clear instruction?

Andy, be ready for those whom talk at you...but help you not! It happens a lot. I would suggest playing Empire as normal until you arrive at understanding to mod features and keep reading here in the forums, the information you want is here....otherwise, use someone else's mod. The best suggestion.

Listen, I make many mods. I know it inside and out. I use more time making mods than playing the game. I've modded Empire and Napoleon in half. I know what people have told me about removing FBR, but I've done just like I've heard but the line infantry still uses FBR. Please help. That is the only trouble that I have ever come across in all the mods that I have ever made.
