If you're using BYG's, you will need a War Council Member in your castles to recruit your professional troops, you can tell which family members are war council members by looking at their retinue, you can give it to other generals if you want.

    Two things come to mind:

    1) Under the rules of BGR IV, some troops can only be recruited when a general with recruitment ability for that troop type has been in the settlement for at least one turn. Which generals have which rescruitment ability depends on the number of provinces you have. You can check looking at the general's traits and ancillaries. If you use a general who is a war council member and has professional trainig staff with him (both ancillaries), he should be able to recruit any kind of troops.

    2) Depending on your settings (I think it is "longer assimilation"), recruitment of advanced units may also be related to the religious conversion of the region in question. Is the region you are trying to recruit in >70% Orthodox? If not, try to get it over 70% and see if recruitment works then. You still need the general as described above, though.

I haven't played BGR at all, but you could go historically with the byzzies and use a lot of mercenaries in your armies.
