I think you can mod that yourself to make them playable, just like you can with the Papal States.

I am pretty sure you can if you add them to playable list (I have never tried though). You would have to wait for someone more experienced in the subject to reply.

I know that in RTW you can make them playable, but it requires a little bit more editing than just copying 'Rebels' from unplayable to playable, otherwise problems will occur with the game, like Silverheart told you.
The same applies to M2TW I think, you need to edit more things in order to make them playable.

rebels are playable on RTW, just like other factions if you want. problem is you have to add_money all the time.
the settlements play the role of a garrison and nothing more. you can recruit basic units like hoplites. and build up economy if u manage to capture many cities.
The Rebels are playable but not all features work, a bit like with the Indian tribes you can play them but you can't do all that you can do with the regular factions.
Slave faction, as that's the technical term for it, can be used to play the game. However, there will be no family tree and lol your settlements won't be lost due to unrest as well we're the rebels.Anyways not much of a point in playing it.
We would also have to mod a few things like choose a capital otherwise by default it will throw us in the North America as that's the first settlement mentioned for rebels in the descr_strat.txt

I have played as the rebels, but i quit after two turns because you go about 15000 or something like that in debt. Even after taking out some units to lower upkeep
Easily done. Put 'Slave' in the playable faction list. You'll need to give them a proper king's purse and initial income by modifying their start-they start with way too little to cover their costs from the massive army they have. It should be noted that doing this will make them more active when playing other factions, as they'll actually be able to build their own forces.
That seems like a total win-win situation to me - I´ve always disliked how rebels are always so passive, since I like to think of them as "independent" and it doesn´t make sense for them to just sit around and not do anything.
But is it really that easy, to just put them in "playable" and increase Kings Purse and starting money?

I heard that the game crashes everytime you try to use a heratic or a witch. :/
One has to disable them through descr_chracter.txt.
'Use' in what sense?
Moving them around's OK, and both Heretics and Witches do their effects passively anyway. Like the Inquisitors, they show up randomly and without notice. They can't be recruited, nor made recruitable-game crashes on startup if you try to make them recruitable.
Slave religion by default is 'Other/Heretic', which increases as long as no religious buildings are present. So don't bother building religious buildings-it does little for you. Though you can if you want, it just doesn't exactly help.
Slaves by default can't recruit diplomats, merchants, and the like, either. It's war or nothing. Not sure if that can be modded.
I'll mess around with them a bit more with what little's open to me(I don't have the files unpacked, nor wish to at this time, so there's not much I can do, so it's all pretty vanilla). See what works, what doesn't. Dealing with their start in itself will be a challenge, since you're sieged everywhere from turn 1.

I sort of wonder why the faction is referred to as "slave" in the game files. Is it some holdover from some Rome: Total War scenario set during the Servile Wars or something?
I guess if you played rebels, you'd start with at least one fairly excellent general, El Cid.
Holdover from Rome. There's still reference to things like the Marian Reforms and 'Gladator Uprisings'.
