They're only for Hayasdan.
And I don't think Pontos would have become Persian empire historically even if it had the chance. They were would have formed some sort of Anatolian empire instead.
Pontos did create an Anatolian empire.
How unfortunate. I want to re-create the persian empire and i figured that pontos would be the most persian-ish. But is it hayasdan that is the real perisa, or pahlava?
They're all factions from the fringe of the former Persian Empire. All three have some Persian elements, but gameplay wise, Pahlava comes closest (because of their reformed government). The others may have a better dynastic claim though. A "real" Persian faction would be one that started in the actual Persian core region, like the Sassanids did a few centuries later.
Pontos does have a lot of hellenic influences though.
Pahlava is as said closest to recreate the persian empire or Arsacid empire. With Hayasdan one is to recreate the Median empire if i am not totally wrong?

Pontos can build the Satrap government level throughout all of the former Achemenid provinces. They also are able to recruit Persian Archers, Persian hoplites, and persian spearmen.

Despite their helenistic culture the Seleucid empire has IMO the highest legacy as the successor state of Achaemenid empire.
Nah it was pretty non-existent. They all but abolished the pseudo-feudal government system of the Persians, and substituted it with a much more centralized regime, and all the military differences that came with that regime. They also introduced monetary economy, and founded many cities. The Achaemenids were largely rural, while the Seleucids strived for urbanization. And, of course, while the Achaemenids didn't care what the locals were doing so long as the taxes kept coming, the Seleucids established Greek rule everywhere.
