Saint Chamond 194mm GPF

Canon de 194 mle GPF was France's first SPG. Built near the end of WWI with either 194mm field gun or 280mm howitzer, they were all converted to 194mm after war, and served even during WWII, and captured vehicles were used by Germans on Eastern front.

Well, I googled "early artillery piece on tracked car" and the images that came up that looked like the one you posted were captioned "Saint Chamond", perhaps the manufacturer of the tracked car.

Well, it looks like a turreted gun of sorts.
The color of the metal makes it look bronze, which - unless the colors of that image have been manipulated - suggests contact with water as a matter of course.
So my first thought was a (rather antiquated) water canon, either for crowd control, or for firefighting.
If it is not a water canon, well I'm still pretty locked in the idea of contact with water on a regular basis.
The only other thing that comes to mind is of a harpoon gun for whaling as the barrel of it looks too short for a military weapon.
I apologize, I manipulated the color of the image. It's originally greener.

Akar pulled a sneaky one on us, and did RGB switch on the image. The original image had it painted aqua.
