The Netherlands were afraid of the Japanese thread to Java, after they casually sank the Baltic fleet of the Russians, so they decided to upgrade their fleet, just in case... The project was eventually abandoned, thanks to the outbreak of WWI.

No, she was not Russian and was constructed more than 20 years before Tsarevitch (she was later upgraded, which explains her relatively modern appearance in the image used). The hint in my previous comment can be very helpful. Notice especially the preposition and the verb's tense.
