In the select MIC part of the RV, what does the 25 and 11 mean. I know that Native means lvl 1 gov but I dont what the rest mean. Thanks for the help

They refer to the Reform level. For example, looking at the Romani Province Data for Cassemorg, there are two "Complexes" - 26 and 2. Looking at the units, 26 is obviously the code for Regional MIC, so 2 must refer to the Marian/Imperial MIC. Looking at Lusotanna's Celtiberia (a Homeland region) details, on the other hand, gives Complex numbers of 21 and 6; in this case, 21 is the Regional and 6 is the Factional MIC. Looking at a more complex one: Aedui recruitment in the province of Batromorgan actually as three Complexes listed - 4, 5, and 21.
