    Before Stalin came to power USSR instituted a policy called "korenizatsiya" whose intent was to de-russify minorities, also another project called "latinizatsiya" commenced with the aim of replacing Cyrillic and Arabic with Latin Alphabet, first among minorities and then Russians themselves.
