What exacly are drivers and what do they do to your graphics card?
I'm going to download some drivers for my graohics card but don't know what they are.

Software that runs a specific piece of hardware.
Different drivers may run your graphics card in slightly different ways to enable it to run games or other software 'better'.

Also, Your Graphics card web site will have detailed instructions. Follow them closely. It's an easy process, no worries.
What about omega drivers i hear that they are better than the standard ones

Without drivers windows would think your graphics card is a not graphics card. Drivers tell windows what your card is and what it can do. The better the drivers, the more efficiently the card will work.. basicaly. Generaly you should keep all drivers up to date with the most recent version for mximum performance.
Do these drivers like give you better graphic performance.
eg.if i played a game on medium detail seting can i play it on high with these drivers.

It depends on the game and the hardware you have, if the hardware just isn't good enough then no, but getting newer drivers can improve performance, especially if for example you get a new game.
For oblivion (a game if you don't know it) for example, NVIDIA has released drivers especially tweaked for the game, or more exactly for features used in the game.
Short answer...yes but it varies from game to game and card to card.
