Who's doing the conquering? You can train African Bush Elephants in Kush (south of Egypt) if you are one of these factions; Saba, Ptolemaioi, Carthage and the African Forest Elephant in Kush and Carthage if you are one of these Saba, Ptolemaioi, Carthage, SPQR.

As Makedonia you will be able to train only Indian elephants if you conquere far east of the map. However, I think it would be fair for them to be able to train elephantes in Seleukia or when they conquer Seleucid royal elephant stables.
Use recruitment viewer. That's one useful tool. No, scratch that... It's the best tool for playing EB!

Yes but if you go all the way to India you can train elephants, so problem solved, all you have to do is fight across some of the most heavily contested areas of the map to get there and when you do you'll have to fight Eleuthoroi elephants who will rape your phalangites.

Play with Epeiros instead. Nearly identical roster to Makedonia but can train elephants and in their home provinces even.
play with Arche Seleukeia - you can train Armoured Elephants.

The Indian elephants are better anyway. The smaller African ones are decent, but not as good as the Indians, and the Bush Elephants are more of a "lethal joke" item.
I always discard using ellies in my armies as i feel they can be a disadvantage aswell as an advantage.
Tbh i never use them though i'm usually unduly scared of them on the battlefield. Indian bandits are left alone mostly because it's a really big country and the cost of destroying elephants supported by indian longbowmen is exorbitant and usually not worth the effort. I also have never built them since they are so expensive to train/maintain, i'd rather have 6 units of medium phalangites than 1 unit of elephants or 8 militia phalangites (that could be two garrisons in some areas).

Actually, elephants are AWESOME in some cases. I had a unit of indian elephants (only 7 of them, archers on top died so about 800 upkeep) singlehandedly destroyed half of a macedonian army, including the general (silver chevrons). Yeah, I used that unit well, as part of the hammer in the "hammer and anvil" as the AS... So basically elite units are good in far-away lands where recruitment is scarce - they usually last until you can build barracks and train natives. But once you get the units flowing from the MICs, there is almost no point in having them around (except special units that lower morale or siege weapons)
