Nothing , actually. But , when your People ranking is high enough , you will receive a message that will say something like ''THE SAVIOUR OF ROME''. Then , you can attack another roman faction or Rome herself , thus declaring civil war to all the other romans. If you don't have at least 10 stacks by then , you're screwed my friend.
Another case is when you own 40+ regions and the senate will require you to kill your faction leader , ''for the better of the empire'' . If you accept , he dies and the process is renewed several years later , if you don't accept you get civil war .

The higher your Senate ranking, the easier the missions and the higher your "payment".
If your Senate ranking is high enough, they will sometimes just give you some money or a unit for your services, no strings attached.
If your Senate ranking is low, expect to get missions to attack a city on the other side of the map, with 5 turns as time limit, and a harsh punishment if you fail.
If you manage your Senate favour well, you make much money, as opposed to loosing money if you donīt.
Apart from that, the only thing that raises popularity with the people effectively is conquering citys, which raises Senate favour aswell (to a certain point, that is).
Unless you want to iniate the civil war, your popularity with the people is of no importance, and you can iniate the civil war with other means, too (for example by making an attempt to assassinate a general of another roman faction, but using a 0-subterfuge assassin, so that the attempt is bound to fail).
