I noticed that the young Scipio only has 1 command star while is quite good at management. It seems strange since he was one of the Roman military geniuses.

I want to use him to conquer Africa to earn the "Africanus" trait but afraid of wasting his management talent.

You have to fight a few battles with him - that will raise his command stars quickly. Most Military Geniuses didn´t start of knowing everything and being able to counter everything, but had to learn through experience and teaching.

Yeah but raising command is much easier than raising management and influence. Scipio is a super manager right now and there are quite a few incompetent characters left (which I normally make them into front-line generals).

If you put a governor into a city with an academy, he will soon have 6+ points management.

Yeah, use him to take the majority of settlements in Africa and he'll get the trait. Although, the trait is sort of useless, especially since he has 10 stars before the trait anyway....at least I find.
